General Information
This web page contains information on preparing and patching systems for the 2007 change to Daylight Saving Time. In August 2005, Congress passed the Energy Policy Act of 2005, which included an extension of Daylight Saving Time (DST). Since 1966, most of the United States has observed Daylight Saving Time from 2:00 a.m. on the first Sunday of April to 2:00 a.m. on the last Sunday of October. As of 2007, Daylight Saving Time begins at 2:00 a.m. on the second Sunday in March and reverts to standard time on the first Sunday in November. Operating systems and other software should be checked and patched or otherwise upgraded to account for this change.
The key to this change is awareness. This change can affect anything
that may automatically account for DST, from computers to auto-adjusting
clocks, VCR's, DVR's, and also including PDA's, PBX's (phone systems),
firewalls (and other IT equipment) and other devices, as well as
software that may claculate dates/times independently of the operating
system. Users should be sure to check with their direct IT support
personnel to make sure that they are aware of this change and to confirm
that plans are in place to audit and correct any affected systems. For
users without direct IT support, including home users, it is important
to contact the manufacturers and vendors of your systems, software and
devices. This web page provides information for both IT professionals
and other users on some of the more common systems and software.
Information has been gathered from various places and will be updated as
new information and fixes are made available and brought to our
attention.

Affected Systems and Software
Windows users should be sure to update/patch their
operating systems as well as any time-sensitive software that may be
installed. See below for your version of Windows. To confirm your
version, right-click on the "My Computer" icon (on the desktop or in
the Start menu) and note the "System:" information listed at the top of
the column of information/text on the right side of the window that
appears.
- Windows Vista:
Windows Vista shipped with updated time zone definitions, so it is unaffected.
- Windows XP SP2:
User's should be sure to install all critical updates,
using Microsoft's "Windows
Update" or "Microsoft Update" tool, which should be found via the
Start menu and in the "All Programs" listing (near the very top), to be
certain that the patch for the updated time zone definitions are loaded
on your system. This fix became a critical update on February 7,
2007, so be sure to check again, if you have not done so since
that time.
- Windows XP SP1:
An automatic update is not available for these systems. Windows XP
SP1 users are urged to apply the free upgrade to XP
SP2 (for other security reasons), and then apply all additional
critical updates. You can upgrade to Windows XP SP2 using Microsoft's "Windows Update"
or "Microsoft Update" tool. The only other option requires editing the
registry, which we do not recommend.
- Windows 2000:
Rutgers users have free access to the Microsoft
Windows 2000 DST2007 Hotfix Package - v2 (NetID login required).
However, Windows 2000 can also be patched manually, as per below
(see "Windows NT").
- Windows 9x/ME/NT:
An automatic update is not available for these systems.
Microsoft is recommending that users make the change manually, using
the "Time Zone Editor" tool (TZEDIT.EXE). The steps for doing this are
as follows:
- Download Microsoft's TZEDIT.EXE tool.
- After downloading, double-click the TZEDIT.EXE file and allow it to run (if prompted).
- Click the "Unzip" button and it will expand the actual tool into the following location:
C:\Program Files\TZEdit
- Navigate to the above location and double-click the TZEDIT.EXE file.
- In the window that appears, select the normal EST time (it may already be selected) and click the "New" button.
- Enter the following information (users in other time zones will make similar changes for their own time zone):
Time Zone Name: (GMT-05:00) Eastern Time (US 2007+)
Abbreviation: Eastern Standard Time (US 2007+)
Offset from GMT: -05:00
CHECK the Automatically set Daylight Saving Time box.
Start Day: Second Sunday of March at 2:00:00 AM
Last Day: First Sunday of November at 2:00:00 AM
Abbreviation: Eastern Daylight Time (US 2007+)
Daylight Bias: +1:00
- Click the "OK" button.
- Close the TZEDIT program by clicking the small "X" in the upper-right corner of its window (do NOT click the "Cancel" button).
- Double-click on the clock in the lower-right corner of your screen to open the "Date and Time Properties" window (or open "Date and Time" via the Control Panel(s) area).
- Click the "Time Zone" tab and select "(GMT-05:00) Eastern Time (US 2007+)" from the pop-up/drop-down menu.
- Check the "Automatically adjust clock for daylight saving changes" box.
- Click the "Apply" button and the "OK" button (or
just the "OK" button).
NOTE: If you have difficulty with the
above, or are considering editing the registry, you may wish to try
using the following third-party patch installers instead:

9x/ME
Windows
NT
- Microsoft Outlook (Office v2000 through v2007; not to be confused with Microsoft's free, unrelated "Outlook Express"):
Microsoft recommends applying The Outlook Time Zone Data Update tool, ONLY AFTER APPLYING THE FIX FOR YOUR VERSION OF WINDOWS (see above). If you use an Exchange server, speak with your IT support staff; otherwise, Outlook can be patched as follows:
- Launch Internet Explorer browser (Microsoft only supports their downloads via IE, not other browsers).
- Visit The Outlook Time Zone Data Update tool web page.
- If you see an orange-colored bar and a silver "Continue" button, click the "Continue" button and follow the prompts to "Validate" your copy of Windows with Microsoft and then continue on to the next step. You may need to click the small, yellow warning bar if it appears at the top of the page.
- If you see a blue-colored bar and a silver "Download" button, click the "Download" button to download the tool.
If you still do not see the blue bar, be sure that you completed the validation process and/or try again, by starting at the second step, above. If you continue to have difficulties, please contact your IT support staff or email us at help@camden.rutgers.edu.
- After downloading, double-click the TZMOVE.EXE file.
- Follow the prompts to install the fix.
- If Outlook is not currently set as your default email client, you will have to temporarily make it your default to apply the changes:
- Go to the Start menu and click on "Control Panel" (older versions of Windows may require going through "Settings" to get to the "Control Panel").
- In the list (or window) that appears, select (or double-click) "Internet Options." If you are prompted to "Pick a Category," then you must click on the "Network and Internet Connections" icon first and then "Internet Options" will appear in the list below.
- Click the "Programs" tab in the "Internet Properties" window that appears.
- Change the "Email:" selection to "Microsoft Office Outlook" (or similar, but NOT Outlook Express).
- Click the "Apply" button, but leave this window open.
- Re-run the TZMOVE.EXE file and follow the prompts.
- You will be prompted to apply DST changes to any existing appointments and meetings as follows:

- Make your selections and finish the installation by clicking the "OK" button.
- If you use more than one PST file (more than one appears in the pop-up menu in the above prompt), you may need to rerun the tool and apply such changes to each "Data File:" that is listed or of which you are aware (via the "Custom..." button).
- Return to the "Internet Properties" window (see above, if you need to reopen it), and reset your "Email:" entry to what it was, if different from "Microsoft Office Outlook."
- Click the "OK" button to close the "Internet Properties" window.
- Java:
If you have any copies of Java installed, you should upgrade them to the latest version. This can be completed as follows:
- You should confirm that you have the latest version of java by visiting http://www.java.com and clicking the "Verify Installation" link that appears.
- Follow the prompts to download and install Java on your system if it is out of date. If no version of Java is detected, then installing Java is optional and not necessary.
- If you decide to upgrade (or install) Java, you will then want to confirm that you have no older versions left on your system.
- Go to the Start menu and click on "Control Panel" (older versions of Windows may require going through "Settings" to get to the "Control Panel").
- In the list (or window) that appears, select (or double-click) "Add/Remove Programs."
- When the list loads, scroll down to look for any "J2SE" or "JDK" or "Java" entries and note their version. If you have multiple versions of the same Java program, you should contact your IT support staff, or consider removing the older ones.
Mac users should be sure to update/patch their operating
systems as well as any time-sensitive software that may be installed.
See below for your version of Mac OS. To confirm your version, use the
Apple menu in the top-left of the menu bar and select "About this Mac"
(or "About this Macintosh" or "About This Computer...").
- Mac OS X Tiger (v10.4.x):
Apple addressed this issue as of v10.4.6,
but the latest 10.4.8 update is highly recommended. These updates
can be downloaded and installed via "Software Update" (found
in the "System Preferences" area).
- Mac OS X Panther (v10.3.x):
Apple released an update, aptly titled "Daylight
Saving Time Update" that can be downloaded and installed via
"Software Update" (found in the "System Preferences" area).
- Mac OS X Jaguar (v10.2.x):
Apple has not released any patch for this release. A
third-party fix is available, but Apple has
provided their own information on this issue.
- Older Versions of Mac OS X:
Apple has released an information
article on this issue. Upgrading to the latest Mac OS X is highly
recommended. If upgrading is not an option, disable any automatic time
adjustments by going to "System Preferences" and the "Date & Time" icon
and unchecking the "Set Date & Time automatically" box. You will have
to manually set the time according to DST thereafter.
- Mac OS 9.x and below:
Apple has released an information
article on this issue. Upgrading to the latest Mac OS X is highly
recommended. If upgrading is not an option, disable any automatic time
adjustments by unchecking both the "Adjust Daylight-Saving Time
Automatically" and "Use a Network Time Server" boxes in the "Date &
Time" control panel. You will have to manually set the time according
to DST thereafter.
- Java:
Apple has released an information
article on this issue. Java is distributed on Mac OS X via Apple's
"Software Update" mechanism. Users should make sure to check for and
install any patches provided by "Software Update." Versions of Mac OS X
prior to Panther/10.3, and Mac OS 9.x and below, do not have a patch for
Java available as per Apple's
information article. Users should be aware of this when using any
time-sensitive programs and/or web sites that rely upon the use of Java
software.
- Microsoft Office:
According to Microsoft, only the "Entourage" email program
is affected. Users of v2004 should upgrade to v11.3.3, using the
"Microsoft Office Update" program found in their Applications folder.
Users of vX should consider upgrading to v2004, or refrain from using
Entourage.
- Windows Mobile:
Microsoft has provided an information
page on this issue for Windows Mobile users.
- Palm OS:
Palm has provided an information
page on this issue for Palm (and Windows Mobile, where applicable)
devices.
- RIM BlackBerry:
RIM has provided an information
page on this issue for BlackBerry devices.
For any software or systems not listed above, and not posted on the DST 2007 for IT Professionals page, you should contact the manufacturer/vendor for assistance. Please make sure to confirm this change for any other time-sensitive devices and software (including calendaring, financial management and other software) for patches, upgrades or replacements. Also, be sure to confirm any appointments, schedules or other reminders during March and again in the fall, to be sure that everything is working correctly.
